Ukraine this week was visited by delegation of European Union at the head with a commissar on questions of agriculture and rural territories of Mariann Fisher Boel'. Eurocommissar met with guidance of the state and type ministry, and also visited the agricultural enterprises of the Kievan and Cherkasskoy areas. To Ukraine also the experts of Evrokomissii arrived for monitoring of situation for the largest Ukrainian producers of meat of bird and eggs. The "European agrodesant" testifies that ES is interested in agriculture of Ukraine. It was underlined by Mariann Fisher Boel': "Agriculture - one of key sections of negotiations on creation of free trade zone between Ukraine and ES".
Commenting the prospects of agricultural dialog it reminded between Ukraine and ES, that he had been begun in 2006, extremely important and to a great extent supported the ministry of агрополитики of Ukraine. A "structural dialog helps to extend access of the Ukrainian agricultural commodity producers through future agreements about an association and free trade zone to the market of ES", - set national prospects during a press-conference Eurocommissar. Such opinion is divided by the Ukrainian leaders, agrarians and experts. With a request to comment on the prospects of dialog UKRAINE-ES, existence and presence of possible complications and way of their overcoming during integration processes the correspondent of Ukrinforma appealed to the president of the Agrarian chamber of Ukraine (ACU) to Dmitry Berezovskomu. An expert marked that a decision of question of integration of agrarian complex of Ukraine is a head stone of including of Ukraine in ES. Such confidence on his words, gave experience of socializing with the officials of Evrokomissii, by the deputies of European parliament, colleagues from Vyshegradskoy of four and representatives of separate countries-members of ES, in particular, to Great Britain, France, Germany and Holland. "I will say you about that is suppressed at official level, but in informal intercourse we hear it, and such position is confirmed logic and motivation of making a decision. Transferred and other countries do not intend to allow some Ukraine in ES on that reason, that today the model of the комплементарного (acceptable) including of Ukraine is not known in the agrarian policy of ES and to the European agrarian market", - president APU said.
Speaking about the features of the European agrarian policy, D.Berezovskiy marked that the European budget had the unique general item of expenses is a budget for agriculture. Other all of budgets on industries are the separate budgets of countries. An agrarian budget is enormous, he is measured hundreds of milliards of euro in a year and is not only the fundamental distributor of facilities but also influences on the economies of countries. In opinion of expert, in Evrope today there is a crisis of general agrarian policy, which does not take into account many realities. First, he does not take into account the competitiveness of countries. Second, he is disproportionate between the old and new members of ES. Third, he does not take into account deep mutual penetration to the markets of commodities and services of APK. All of it in a complex creates general tension in area of agriculture and conduct of general productive policy, D.Berezovskiy underlined. In addition, such situation divides European Union by two camps: "countries-leaders" and "countries-outsiders". The first category, such countries, as France and Germany, is not extremely interested in arrival of new possible competitors in the person of Ukraine. "Therefore while government, public organizations of Ukraine will not produce jointly with ES model of acceptable included to European Union and will not prove that the Ukrainian agrarian sector, entering in ES, will strengthen an economy and agriculture of ES, we will be kept out in this association", - president ACU convinced.
Some years ago at the level of public organizations an agrarian sector was begun by a dialog about forming of such model for Ukraine, he continued. "In this direction we undertook some steps. At first, four (association of Poland, Hungary, Czekh and Slovakia) became a member Vyshegradskoy as an observer of the Agrarian chambers entered in this organization. Secondly, signed Memorandum with a main lobbyist in ES, which unites all of cooperative stores and farmers, - COPA-COGECA", - president APU reported. According to him, within the framework of Memorandum and participation of Ukraine in Vyshegradskiy to four, basic directions were become: maximal use of European experience for integration and reorganization of national agrarian sector with bringing in of public organizations; development of acceptable model of included in ES and development of rural territories. To first direction, speech goes about the special status of agrarian chambers, taking part in distributing of agrarian budget, accepted parliament and developed a type ministry. Speaking about development of rural territories, an expert marked that he included agrarian business and development of social infrastructure, introduction of effective models saving of the Ukrainian authentic village, support of rural домохозяйств. President ACU considers that negotiations with the representatives of агропалат of countries of Vyshegradskoy four which took a place at the beginning of month in Brno were important and productive for the receipt of support of like-minded persons in Evrope and achievement of ultimate goal are integrations of agrarian complex of Ukraine in ES.
